Well, it seems that we have the answer now as Pete Hines explained why that is the case. He said that they have a new engine this time. Shocked again? Yeah, maybe they're using a modified version of *gasp* Gamebryo or an entirely new engine, but he mentioned that it is 'new'.

He also said that the UI is a lot more accessible and works really well on the PC. It's not made with consoles in mind but works evenly across all platforms.

Console owners need not worry about the quality of the game, as the Xbox 360 version has been extensively demoed and it looks stunning. It should be same for the PS3 version too.
The game will release in November 11th this year, and is shaping up to be a strong contender for GOTY. It remains to be seen, if this is Bethesda's best work yet, but looking at all the materials released so far, Skyrim should be an amazing game.
